What holds plastic to leather if not glue ?

Can someone please explain what function the clear pad performs. Ive asked this question many times and all I get is that it blocks glue from tip. So there is no glue holding the plastic to the leather/

If looks not function of a tool are primary then function might suffer. A cue stick is a tool and if used hard and long enough will get dinged. Collect the pretty ones and play with the tools.
