Next you will be asking that when calling safe the player must state where he plans to leave the cue ball when he safes you. Otherwise they can give it back if it was not exactly where they intended. Give it up man you sound like someone who thinks they only lose because of luck. Call shot call safe already exists and no one plays it.
 
I played last pocket slop back in the Mid 70's on a tavern league. Late 70's through 2006 I mostly played call your shot, straight in 8 ball.
Since coming out of retirement last fall I have been playing by BCA or WPA rules with cue ball in hand and all ball fouls.
I am getting better at safeties since there wasn't any such thing back in the day. lol
 
the top pros in all sports want less luck and rightly so. not for the good of the game or for the spectators but for their own earnings. with less luck the top pros just win a lot more money.

I would say that it's cheap in this context because it gives you the option to play safe just by making a routine ball that you got out of position on. While in 9 ball, you need to not make a ball + move the cue ball appropriately to play a safety.

I thought you were against call safe anyway.
