go to http://www.billiard.su/ and watch the stream. First round of KO stage is played today, quarters, semis and final tomorrow.

Games should start about 4 am EST I think.

I logged on at 8:30am EST and there was no stream. is it already over, or ws there a problem with the feed ?

yes it's just finished, check tomorrow at the time I mentioned or maybe even an hour earlier
 
Tomorrow will be a rough one due to my work schedule. are the matches archived somewhere, or can someone download them and post them ?

our past Euro champs participants all are in play-offs already: Mikhaylov, Nikitin, Pruchai, Plishkin, Chinahov, Stepanov.

well, updated info, they are going to start 10-ball event tomorrow morning, 6 EST and then will proceed with 14.1, so stay tuned

Only semis and final are to go, Kosta Stepanov vs Sergey Nikitin and Ruslan Chinakhov vs Leonid Mikhaylov. From the semifinalists only Nikitin made it through the losers bracket, othe three are without defeat so far. And Nikitin was knocked from the winners bracket by Mikhaylov.
