Brothers Duard and Richard Schmelke started the Schmelke cue making business in 1947 in Minneapolis, Minnesota.

Eugene Balnor ? worked with Frank Paradise in mid 50s then started Palmer Cues I believe
 
Rich cue, 1912, Sampaio, 1880. Kind of more corporate than 'cue maker' though. Probably older companies than your looking for as well I'd imagine. Both active in the fifties.

Jack Skiles Cuemaker Los Angeles and master mechanic for Brunswick in So Cal post war until 1970. Cues mostly Sneaky Petes from Titlist One Piece Cues.

As usual we get into cuemakers who could not build a cue from a piece of wood in 10 years, especially one with full splices, not inlays, there have not been that many guys who could make a full splice cue in the history of pool imo, plenty of ornament hangers, but not really builders.

If you want to get into semantics this is true, but most people probably don’t differentiate when it comes to a post like this. We can gladly add a blank builder list that includes if the builder also finished cues.

Started a separate list.

If I buy a dresser from Ikea and screw it together, does that mean I am a cabinet maker? I don't believe so, but I could be wrong.

So according to your requirements who are current cue builders and would you only buy their cues and not somebodies who you consider a assembler?

Are you referring to George Balabushka? He did not build blanks, But turned all the wood he used on a lathe, threaded the connections, fit handles and but sleeves to the parts he made, installed his wraps, built amazing rings, fit and finished everything into a world class pool cue, Tapered his shafts installed his ferules and tips, installed prepared and finished each piece to a beautiful perfect fit and balance. He made cues. There is way more to it than I've pointed out, but you probably get the idea.
You do not 'make cabinets' buying a pre finished kit from IKEA.
If you buy a cue blank can you do anything close to what George did? Buying a blank is not going to make you a cue maker. I don't think you have given much thought to what else goes into making a world class pool cue besides having a forearm blank on your bench. Try it some time.
