Nope, neither he nor anyone else has backed up those claims because unless you go rail first (or unless you do something else outside the spirit of the shot being discussed such as scoop jump the cue ball to land slightly on the backside of the object ball etc), a >90° cut shot where the object ball has to travel more than a few inches cannot be done with a level cue and inside english.

The cue must be 'Elevated' slightly to catch the OB on the backside!
This 'Type/Method' of shot for 3C players also requires a particular stroke to be apllied!
I've demonstrated the shot with the CB Only '1 Diamond' away from the OB more than 200 times in the last 40 years!

I asked Buddy about this yrs ago and his thought was that on really thin cuts inside english deflected whitey away from the object ball. He said it 'thinned the hit'. I'm far from any champion but i've made a lot of razor thin ones using a lil inside.In this position (video) it gives the player a reference for aiming with the 'tip' with extreme Inside!
Before You even go there about 'Squirt/Deflection', knowing the correct stroke & follow-thru technique is paramount!

Half a 'Thumbs up'!I can't imagine any inglish helping or obstructing the extreme cuts in terms of spin induced throw. Energy transfer is so low.
Inside helps me in cuting extremes because deflection adds just bit more to the cut itself.
