Greenleaf. "Billiards: Hustlers and Heros, Legends and Lies and the Search for Higher Truth on the Green Felt" has a story about Greenleaf running 125 and out after downing an entire pint of whiskey.

For actually drinking and playing Ronnie wins easily. He could go in a bar, and drink until they closed and win every game, and play better as the bet got higher. Keith is second here.

The best drunk act was by and old time player named Bill Mullen. He could be stone sober and convince you he was totally drunk. And he could act drunk and still run out looking funny. You had to see it to believe it.

Many old timers had this act down pat.

Bill Mielke. Another old roadie of mine. Wonder where and how he is.

He survived the van crash years ago, when we got hit by an Army truck. In the van were me, Keith, Cecil and Bill. It was all over the news in California.
 
I little known road player named Jackson, I believe from Athens, plays pool just as good drunk as he does sober.

If the bet is high enough and Scotty is well enough imbibed you might get to bet that he can not lift the back two wheels of a car, at the same time, totally off the ground. Remember, Scotty weighs a mere +/-160Lbs.

I'm sorry to say that I haven't heard of a lot of players mentioned in this thread (Ronnie Allen and Keith McCready being the main exceptions) but from what I've heard wouldn't "St. Louis" Louie Roberts qualify here? What a wonderful player he was- and I'm told that he was that good whether drunk, high or stone cold sober.

Alex Higgins best ever drunk, heard legendary tales of him turning up for exhibitions hours late, packed house where waiting and not ammused, esp when he would stagger in and could hardly stand. Of course he proceeded to make century after century and make the cue ball dance, I know ex top ten snooker players in the world that said they saw Higgins do stuff that nobody else could do. His knowledge and mastery of the table may never be surpassed. Of course the crowd always went home happy.

My 95 break extreemly drunk still ranks high in my own personal achievments lol, I really was that drunk! But I also knew an old guy who was a top top money player. SOmetimes people would challenge him when he had been out all day, his trick was head under a sink full of freezing cold tap water, usually did the trick!

I watched pickles show in Vegas once, he must have had 2 sips of a beer in about 3 hours, greatest actor I've ever seen!
 
As good as all the ones listed were/are, if "drunk" is the key word, Scotty T. has got to be tops !!
