Pretty sure that was the place I got jarred in ‘97....

I don't know about the bar, but here is the on-ramp and used tire store that appears at 4 seconds into the commercial where a car is getting a push. Google makes this stuff really easy. NOLA it is. Note that they changed the word "UNIFIERS" to something else in the commercial.

I'm pretty sure it was an operating pool hall with a bar. They don't spend that much money on a 7-second shot. All the rest of the scenes look authentic and local.
 
The OP may want to contact JoeyA. He knows the NOLA pool scene pretty well.
