If the cue ball comes to rest on any rail, the incoming shooter gets to move it off the rail, approx the width of the butt of the cue. That's one that was a head scratcher to me.
Number 2 in my book, and in more ways than one, a Number 2 Rule, was, if the incoming shooter couldn't see at least 50% of his object ball, he didn't have to attempt to shoot it.
He could just play the cue ball anywhere on the table. So, this was in a tournament, where new rules seemed to pop up frequently to suit the shooters purposes.
The shooter would end up placing the cue ball somewhere that made the next shooters shot the most difficult. So, there went the No Hooking Rule out the Window.
This was an extension of the No Hooking Rule, specially for the 8 Ball. And then went further. The player who made his last object ball had to see at least 50% of the 8 ball.
I told my opponent one game, you hooked yourself on the 8, not me, so you have to attempt to hit it. Miss or hit one of mine, Game Over. No Way.
What the Monthly Bar Tourney ended up being was mostly a bunch of non League Playing people that would make new rules to suit which ever situation they got themselves into.
I pled the case with the couple of staff who ran the monthly tourney, to sit down and go over a few new rules with me that would make the tourney less controversial, but that never happened either.
