The standard answer is probably "Kamui Black" as a guess. But there are plenty of black tips sold https://www.pooldawg.com/pool-cue-accessories/pool-cue-parts/pool-cue-tips and really aside from maybe the count and width of the layers no good way to tell them apart once installed.
It could be any shade of brown tip that the installer took a sharpie to the sides of too which isn't a totally uncommon practice. Whatever it is looks like it is in the process of delaminating though.

I also recall a billiards-specific product to black the sides.

I agree with having a pad on the ferrule but that's how it came. Seems like a waste to just cut it off. It is a natural ferrule and I just burnished it... No additional stuff to make it black.

you can see multiple layers. so the tip is in good shape and will last until you see some review of another miracle tip.

Depends on how protective you are about your natural ferrules.
