Can this be converted/rescued?

I found this at a thrift store when visiting my folks. The butt is around 20 or so inches.

I don't have an answer, but that is a really cool looking cue, I like that a lot.
 
The carvings in the wood are not original. Some are too deep to remove. If you want to keep the carvings and are not concerned with it being original, I believe any decent cue maker can make that into a shooter.
 
I bought it. My initial guesstimate was off. It is just shy of 29” including the funky tapered ivory joint. It is .081 at the base of the joint.
 
What's actually wrong with it? I mean, if the tip is ok, it might make a neat cue, even with the odd joint.

Depends on what you mean by rescue. It doesn't have any special collectible value and isn't suitable for a conversion, at least in the traditional way. But could you do something with it and make a cue suitable for play? Sure, albeit one with slightly odd dimensions. You won't likely get any return on investment, but that doesn't mean it wouldn't be a cool piece to own and maybe use. Personally I'd think of it as I would antique furniture. You want to clean it up, fill any checks with CA glue, maybe add some varnish but certainly not a refinish job with a modern finish, put a non-layered tip on it, and have a go with it every once in a while for kicks.
