Isn't head-to-head competition the first tiebreaker?

Right, but I think deciding the tiebreaker by head-to-head competition is better (i.e., more fair) than simply by rack differential. Imagine how Shane or anyone else would feel if they ended up with the same record as another player in their group, and had beaten the other player in their group, and yet the other player advances.
 
No offense to the Ko brothers, but I'm really hoping we don't see both of them in the 8-ball finals. I'd like to see a hard-fought, competitive final.

If you look at top competitions like football Champions League,

"superior goal difference from the group matches played among the teams in question" which is same as Head to Head racks so you are right, head to head is higher priority tiebreaker

Frustration is certainly possible either way!

If we do see the Ko brothers face off against each other in the finals I predict that Ko the younger defeats Ko the elder this time around.
