Just to be even more clear, Balabushka didn't sign his cues anywhere as far as I know, forearm or otherwise.

I heard a rumor, now legend, that George signed a few {less than half dozen} cues under the wrap. I heard this many, many years ago and it's never been confirmed, either way.
See the cue on the bottom with the plastic rings, I have that same cue. Mine is a SS joint and no bumper. Except for one in the Billiard Enclycepdia, I have never seen another one of that model. I bought it used by the way like 35 years ago for $100.00. I have another Balabushka that is Burton Spain blank. I wish I had all the ones I have owned over the years but I just have the two left that were actually cues I liked to played with.To clarify, a signed Balabushka might not be an Adams specifically but it is defiantly not an original cue built by George Balabushka. Most of the signed ones are Adams, and very good quality but its likely some might be signed and made by some manufacturer besides Adams. Adams paid for the rights to use the name, so if its a signed Balabushka by another company they probably are cheaply made knock offs, of a tribute cue. Here is a link to two original Balabushka cues verified by the most recognized expert on the subject, Pete Tascarella.

I wonder way he would? You have to remember, back then they had no real extra value, people just bought then to play with. I bought one in the pool room for $60.00 about the price of a Palmer back then. I ordered a cue from Balabushka for $80.00 with two shafts. Martin I believe signed his cues as did Rambow but I never heard of Balabushka doing it. I don't think I would be removing an original wrap out of curiosity to see if it is signed.

Does anyone know if these Adam GB cues are full splice?
I have re wrapped some old Adams that were full splice. Whether the GB's are I have no idea but they did make them. One way to check is to use a stud finder in the A joint area and see if you get a reaction. There should be a pin there if it is a half splice. Not getting a reaction though does not mean 100% it is not a half splice, it could have an aluminum pin. Getting a reaction means pretty much 100% it is a half splice.probably as full as most of his cues...
surely someone will chime in with more information
