The Fargo system is being used in WI, just not everywhere yet. If you go to mypoolstats.com you can see ranking and a lot more information.
Actually the link the OP provided was about the Fargo 8 ball handicapping system rather than the game Freddie is referring to. I've heard of the system before on one of Dr Dave's pages. I can't speak to its efficacy.

The player would flip a coin over to signal the start of his rotation phase like so many Brazilian Steakhouses.
