He totes a heavy load with a light vehicle, possibly a hazardous one. "Light vehicle" being relative of course.

It used to be that you could walk down a line of house trailer toters and find safety chain after safety chain cut almost into two pieces with a hacksaw then filled in with grease or dirt. Those guys often run crap for tires on the trailers themselves and if one of them loses control, maybe starts flipping or swapping ends, the last thing a truck driver wants is big manly safety chains holding truck and trailer together!

On second look, if that is a critical sign like a highway sign involving safety, our sign hanger may be smarter than the average bear!

Wrong sized flange for whatever reason. Looks like somebody mistook bolt pattern callout and full flange size. The person that had to hang the sign came along and quickly decided he could get one stud through a hole, a huge step towards mounting the light pole. The other studs, washers, and nuts will locate the sign solidly enough to withstand mild, maybe even moderate winds.

This looks like a fine example of Cajun Engineering, or maybe it was Friday afternoon and ten minutes to time to knock off. I have seen many a solution found when the job was fixing to go into overtime and a cool place and a beer were calling!
