I really don't see a best option for everyone, I feel your skill level dictates the best choice.
a C Player should pocket the 9
a B Player should play the safe (thin hit with inside)
an A Player should attempt the billiard with some speed, so the nine doesn't just hang
I would re-rack and play ten ball - I'm an old ten baller'. I guess they did not want to show the part where it was rack your own and they broke soft. So again rack em' up and play ten ball.
If this was after the break and a push was allowed, I would call a push and pocket the 9.
I think that's a viable option for ANY skill level. If it was not after the break....safe off of the one. To big of a risk to try to carom to make the 9.

Unless your opponent is blind in one eye and can't see out of the other...
You gotta get that 9 out of there. The pool gods are obviously not on your team, you failed to make the 9, it hung in the hole, you got no shot on the 1...
Making the 9 and bringing cb back up table -to bottom L) pictured pocket's errands- is virtually 100% executable, none of the other options presented thus far are anywhere close to that success rate.
You have a push, use it.

All I know man is that these type of situations come up all the time when I play which 95% of the time is for decent money. So if I am not playing it to make the 9 ball cause it's not going in at a high percentage then I am pushing the 9 ball away from the hole or in the hole to spot and moving on. I can pocket the 9 and create a tieup with the cueball bumping 2 object balls together and/or leaving the cueball in a very neutral pushout. Then I just fade their safety as best I can. I am okay with that.

Curious to hear from the much more experienced 9-ball players if it's best just to push and make the nine. Sometimes simple is best. Since you can see the one, it's probably smarter to thin the one and play safe, leaving the nine where it is.

I agree. My first thought was to call push and pocket the nine, bring the cueball back up table. Then play safe if given the shot back. The main thing is to not sell out and lose - too many ways to do that with the 9 hanging.
If your name is Shane, there are several ways to win on this first shot. He could have probably pocketed the 9 at least 3 ways that I saw.

It was Shane shooting and he caromed the 1 off the 8 and made the 9. The cueball rolled forward.
