It seems like you should be more worried about ball in hand after only one foul than being three fouled.

We are talking 9 ball.
Eight ball is entirely different.
It is almost impossable to three foul someone after he shoots a scratch on the the break.
Two completely different games and yes ... there are safety's in 8 ball and I got no issue with that.
Down here if you scratch on the break playing 9 ball there are some players that you can count on them trying to three foul you regardless of the table layout.
I dont care if every ball is one inch from the hole they will try to tuck the cue ball in behind one of them.
Two shots are easier and faster than eight or nine and since the rules allow it they go for it.
They are average shooters that have learned to hide the cue ball very well.
Hey ... with all due respect ... I submit ... nine ball was a better game when played by the rules BEFORE the three foul rule was created.
It is just my preference of style of play.
You could still shoot a safety anytime ... you just called "safety" and shot.
If the incoming player did not like the shot he could make you shoot it.
If you fouled then it was ball in hand.
