I Have a Rule Question.

It ensures that player will not get the benefit of an avoided scratch by having a pocket full of balls.

Maybe a better alternative is not allowing that many balls to be pilled up in a pocket. That could also present a problem for pocketing OBs (e.g., for an unsuspecting opponent). Allowing or purposely placing many balls in a pocket to help reduce the chance for scratching (or to reduce the chance for an opponent to pocket an OB) should be an unsportsmanlike conduct foul.

Sure, but strange things happen, sometimes intentionally. I suppose the equipment regs could require that no pocketed ball may be where it can cause a pocketing problem. Snooker tables have solved that problem, more or less.
 
I sometimes think that the WPBA, WPA Rules are written where no one could possibly correctly understand them, I've called the pres and the director about this , ( Not good for drunks in bars...
