I need some rules help everyone.

Ok here is the situation i need a answer to.


Player A is breaking he hits the cue ball after placing it behind the headstring and it moves about 4 inches infront of the headstring but doesnt contact a ball or any rails. Oh and Plaer A did hit the cue ball with the TIP of his cue.


Ok what is the ruling on this ???

guys this is EXACTLY what i thought should happen but my opponet was given the break back and was told he could break but after the break if he made a ball he couldnt push out .

That sure isn't the rule from any rule book I've seen. I think the TD was making up stuff and trying to be more or less fair.

On the break, and tip-to-ball contact is a shot (assuming a forward motion of the cue stick). Not hitting a ball on a shot is a foul.

According to the World Standardized Rules for nine ball, if your opponent fouls on the break, you have cue ball in hand anywhere. It is no longer the break shot. You could smash the balls from behind the line but you are not required to. The standard play is to put the cue ball down very near the one ball and play the cue ball to just skim the one ball and roll off the side rail to stop in the middle of the end rail.
 
What was the context of the match?

APA league situation, that would be the correct call. Most others it would be considered a foul.

Bob, did this change recently? I was under the impression the rules used to state that the break went to the other player, but he had to then break the balls. Thus preventing any 3-foul situations.

There is no such statement about the break going to the other player under the current rules. If 4 balls don't touch a rail it is ball in hand - anywhere.

I saw this in the US Open 10 Ball event. Shooter miscued and Jose Parica did exactly what Bob was referring to. He placed the CB right by the one, glanced off it to the side rail and down to the foot rail behind the stack, hooking his opponent. So the rule is the same in 10 Ball.
 
This is one of those situations that is different everywhere, regardless of what is in the rule book. I know in my local room, the gamblers played it that you lost the break, and the opponent had the break, but then had to make a legal break.

This is the way I always have seen it played (on a local level). Then I moved to a diffent state, I committed the miscue on the break, and the player proceeded to attempt to 3 foul me. I called the tournament director over, and he told the player he had to shoot a normal break. So the player knew the rule the other way.
 
For a couple of dollars you can buy a current set of BCA rules right here at AZ Billiards. It is amazing that people absolutely love this game but do not bother to get a copy of the rules.

it was a monthly tourny and we were supposed to be using Texas Exspress rules.

I was thinking tis a foul period and i would have ball in hand and he is on 1 foul

and im about to order a copy of the newest rules for me jsut incase this comes sup again or anything else in them.
