You could actually use vbulletin's forum software and use managed subscriptions to give access to certain areas of the site.

I have played with Dreamweaver and VBulletin. I can get a bare bones site done but where I hit the wall is the database heavy stuff of memberships and payment systems. Our PPV provider has a system, its the same one as Accu-Stats, but its hard to follow and IMO very clumsy and confusing for the end user.
Basically I am looking for a structure with all the database and video serving back end already in place so all I need to do is load the videos in the proper formats and update the site as needed.
CMS systems like Joomla seem to be able to provide most of the functionality I am looking for the problem is they do so much stuff it makes my head spin trying to figure out all the different options. Bottom line is I need either a web guy to set up a CMS that does what I need or a company that does something similar. I think.
I am thinking a stripped down UFC type site that allows members to view whatever video they like either on a monthly subscription basis or a pay per view method.
The main thing is it has to be scalable. When you are talking about hosting 100 or so videos things can get messy if the system isn't solid.

In addition to your website, ever consider iTunes as an outlet? There are over 250 million subscribers, and almost no pool videos. Videos are protected using Apple's digital rights management, so you can have both a rental and purchase option. I believe revenue are 30/70 split.

Well I am not going to do the research because I always end up with a CTD (computer transmitted disease) when I go surfing in that direction - - - but it seems to me that a person could open the site you like and then view the code to see what it's built in.
Most sites will have some sort of credits notification in the code if it was built using a template or cms
Good luck finding a webmaster on the cheap who is reliable. My feeling on this is that you pretty much have to hire someone full time or do the work yourself if you need things done that are time sensitive.
My recomendation for hosting is Host Gator. They are the dead nuts BEST webhost on planet Earth and all near galaxies as far as I am concerned. I have been through a lot of them.
HostGator has a full suite of FREE software that comes with all their accounts. They will support any CMS/Database system you can throw at them. And they have real true UNLIMITED bandwidth on their accounts. (last time I checked).
As for storage it appears to be truly unlimited as well as I have more than 100gb stored there right now on one of my accounts.

Jay I read your PM. The sites you listed are very basic and while I'm sure they serve the function intended they are not what I am looking for. I appreciate the link and said so in an above post to all who have provided suggestions.
It's possible what I want is outside the resources I have available. The reason that I think it is possible is that every college chick and single mom working her way through law school has a site with the functionality I am looking for.
