The line will always go through the center but will also always point to a new place. This formed a new center cb from a visual perspective. You don’t see center cb the same from one spot as you do another spot. Move your head an inch and you have a new center cb.

Yes but the center of the ball along with the ball itself doesn't change. What you have is a circular view that rotates. If the center of THAT circle changes, then it is not part of the sphere and a 2D facade over the visible face of the ball.

Put a dot on the CB where your line of sight passes through on its way to the 3D center. Now move a step to the side and aim centerball again - you're once again aiming through the center of the visible surface, but are you aiming at the dot?
