Is this a double-kiss?

From an Accu-Stats video of the 2017 Derby city ring game. As you may know, in the ring game you are allowed to do 3-rail kicks, but it still must go clean (with-out a double kiss). This shot was called a double kiss so Skyler wasn't given credit for the ball. I replayed it several times in slo-mo and am still unable to tell if it is a double kiss or not.
 
I frame-stepped the contact, and it appears the balls stay in contact until the OB drops, but I can't tell if it's one long contact or multiple contacts...?

Curious if it actually matters in banks. Would the long contract like on this shot make it bad?
 
It didn’t look clean, and Truman was literally on top of it

Hoping everyone watched the last rack. Shannon, who reportedly doesn’t even practice anymore, stepped up and showed why he is considered one of the best bank pool players in the world.

It's difficult to tell, other than I believe the ball would have gone in regardless of a double kiss or not (which of course is not relevant for the case).
 
Shannon's last shot of that rack looks like a four rail kick not three rail. Does the number of rails have to be called in a kick?

Shannon hasn’t hit a ball in forever. He’s doing well. Living a great life. 💪😃

Only at DCC in the Banks ring game do they allow three rail kicks. This wouldn't apply in any other Bank Pool game or match, including the Bank Pool division at DCC. What I just witnessed (and I was there too) was a successful three rail kick. Double kiss (?) or not I think it should count.
