I don't know much about titlist but i can see for sure the points are not mitred.
I cropped out a part of the picture and adjusted some lights to show as much as possible, the point is overlapped.

The seller is the cue builder, so it's not an import.
If you look closely at some of the old cues, (Titlists in particular) you will see that the center line of the miters runs off like that. Some times one set of veneers on a cue will meet and run straight up the center, then if you turn it to the next point over they are off center and are longer on one side than the other. You will even see them running straight through one or two veneers and then get off center and in the same set of veneers. It's not unusual to see gaps between the left and right veneers where they are supposed to meet either.
I would like to see a full forearm shot of this cue. I have an idea of what it is, but all I can say from the pictures available is that it does not look like a Brunswick made blank to me.
The seller is the cue builder, so it's not an import. Cue plays well but he's asking a titlist price. He explained that he built it from a one piece titlist house cue. He's a very reputable person.
It would be helpful if you named the maker.
I believe I have this same blank in the shop now: same colors and stacked veneers.
I got mine from Prather.
It is not much like a Titlist except it's full splice.
As dr9ball said above, the colors are distinctive.
