I just part Canvas Phenolic rod, the same material I use for Jump / break tips and ferrules. It is just as strong as the carbon fiber material, it glues up very well, and when you are using it for tip pads the weight is not a factor. Atlas sells the Canvas Phenolic rods in 48 inch sections for something like $12.
It also works good for pads for Ivory Ferrules, I know not every one still pads their ferrules but some customers where I am located still request them.

Actually, there is quite a difference in strength between the carbon fiber and Phenolic. Phenolic would need to be at least twice as thick to be as strong as the Carbon Fiber, and depending on the orientation of the canvas, it may need to be even thicker.
However, for the applications you are talking about it is plenty strong enough.
For our cue shafts, we stick with the carbon fiber. Both materials weigh close to the same, but using phenolic, at double the thickness, adds tip end mass and more cue ball squirt. We chose to stick with the thin piece of carbon fiber for the strength and weight savings.
We can sell them to anyone, so just call us. I think retail is 6 for $10. For known cue makers or cuesmiths, we can cut a little better deal. We can also sell the Break shaft carbon fiber pads. They are the same material, but .0625" thick for the same price.
Just so everyone knows, we machine them from sheet. I don't think solid rod is available. Even if it was, the way rod is usually made would not work.

i could have been mistken. i thought you told me i had to buy rod at SBE bc i wanted some j/b tips. i see 1 pc tip ferrule combos made out of carbon fiber. the one i had broke unbelieveable but marked the balls very bad
