Basically the same game as the Tor Lowry/SVB-Busti deal. To me its a much better game than trying to combine part offense/part safety into the same game. Might as well just play regular 9/10b and have a 'safety pot' and whoever has the least fouls(say $1/foul) at end of set gets the $.
 
3foul rule imo is totally un-needed. It does come up but rarely. Supposed to speed up tournaments but i don't think it does at all. Never seen anyone gambling play 3foul. Ever. Not saying they don't but i've never seen it. Kicking and playing safe isn't rocket-science. Takes some knowledge and a little practice. The Filipino's take it to a whole other level. But hey, playing pool is ALL those guys do.
3 foul is banned in all of the amateur tournaments around here because every ball in hand some people will spend 5 minutes trying to think of how to 3 foul someone.

Do you have the stalemate rule in all games then?
 
SVB and Bustamante played this. Never heard of it before this video. Safes only (pocketed balls are spotted), no jump cues. Every time you foul, you get a point. First player to get 7 points loses.

I think in the comments someone suggested changing it so you get a point when the guy fouls and then you get to shoot the ball in for a point. That sounded interesting. I guess you'd have to stop with just one ball, kind of hard to play safe unless you can corner hook the guy or have the ball so it's impossible to touch without dropping. The scoring points and losing thing is just a little strange for me. Definitely some amazing shots in that video.
 
I'm sure it happens but i've never been in a game myself where a stalemate happened. Think i've seen maybe a couple happen in 8b.
 
I have made game for this. I think I posted it few years ago.
It is made for fun game to practice GAME LIKE safeties and counter safes. Also you will be shooting a lot of kick shots in or kick-safes.
I also did write rules. I got some videos where I play it vs my students. Been lazy to make them properly. I want to add player review on those so it also helps understand rules and shows beauty of game. All players who i taught this really like it and their safety capabilities are going up skyrocket like.

Anyways, here is rules. I might still miss something from it but should be ok.

Safety Battle Rules.

Game goal
is to make points by opponent making foul(1) or make called ball(1).
One can get also points if opponent miss a ball what he calls to pocket(2).
So try hook your opponent or at least leave him tough or he can punish your poor safes.
Also after you kick shots from snookers try leave him safe back!

1. Game is played to 10 points(or any other point goal decided before the game).

2. Game starts with standard 10-Ball break.
- If breaker makes ball he continue and he have to play safe or push-out. No points on break shot.
- If 10-ball is made from break it will be spotted.
- Scratch from break is ball in hand to opponent and he have to play safe. No other penalty.
- If break is dry incoming opponent need to play safe or push-out.

3. After push out player can decide if he plays safe or attack or give shot back.

4. If player makes a non-called ball opponent can decide if he wants to give shot back.
He can also call a ball and make point. vice versa if he returns the shot.

5. Scores:
pocketing called ball: 1 point for self
Any foul(except break shot): 1 point for opponent
missing called ball: 2 points for opponent
foul when called ball: 2 points for opponent

- After either one player get point safe must be shot on next shot.

Example 1: player A plays poor safe on 2 ball and player B call and pocket it.
Player B get 1 point and he need to play safe on 3 ball.

example 2: Player A plays safe on 1 ball and player B miss a kick shot.
Player A get 1 point and if he choose to continue he have to play safe on 1 ball.
(If player A pass a shot back Player B also have to play safe)

Example 3: Player A plays bad safe on 1 ball and player B call and try pocket but miss.
Player A get 2 points and he have to play safe on 1 ball or pass shot back.

6. Fouls and Ball in hand.
- Ball in hand ONLY after opponent scratches or cueball get out from table.
- Other fouls incoming player continue where cueball is or give shot back to opponent.

7. When ball is fully snookered player can call "for free" pocket "just in case he flukes it there ;)"
(just like you do in standard 10-ball call pocket rules.) If ball goes there it is 1 point.
If no ball is made, no penalties.

8. Jump cues not allowed. Jumps are allowed with playing cue.

9. 10-ball on table only.
- after second last ball of table is made safety must be applied.
After that 10-ball is possible to call without penalties.
(penalty comes if you miss and your opponent scores it :))

10. If game is not ended when table get empty simply break again and continue.
Who made 10-ball will break.

Anybody remember 7ball?? That supposed be the greatest thing since bottled beer. It fell as flat as stale Old Milwaukee.
And 5 ball.
I hear some play 12 ball.
Hell, sometimes, when I'm just banging balls around by myself, I throw two object balls out and play 3 cushion
(yeah, I do miss it) but the side pockets can be a problem.
