There are a few small differences.
First, the taper is different. Yes, it is 13mm at the tip, but the taper does grow a little faster over the first 10". Not so much that it jams in your bridge, but enough to be noticeably stiffer.
Second, the core on the inside is the smaller core used in the OB-2. Again, this adds stiffness.
The Break shaft has slightly more squirt than the stock OB-1, but it is still extremely low for a break shaft. Considering that the break shot is usually at the center of the cue ball the slight miss hit will still produce very little to no squirt and allow you to still hit the rack very square.
