Phen "bumper" ?

It has a buttcap.
This will countersink in it. Half of the phen will be exposed.

I once had a well known pro player playing with one of my cues and he replaced the rubber bumper with Phenolic and he loved it. It said it changed the sound and feel to just what he was looking for.
