I'm kind of glad you posted this. First, I don't think there should be any restrictions on leagues competing with each other. They all seem to have their good points and their drawbacks. Secondly, I think the BCA needs to do more in our area (not sure about Portland, but Clark county) to promote their league. I think there are a lot of APA players that would switch to BCA if it was promoted a bit more agressively and the LOs put a little more effort into helping teams get started. I've contacted you and Cindy Doty a few times over the past couple of years (still pretty interested in playing BCA) but have yet to get enough information to get started playing.
To me, it's like any other business. Your customers will try your product and see if they like it (as well as your competitors'). If they do like it, they'll recommend it to their friends. If they don't like it as well as a competitor's product, they'll stick with your competition unless you can do something to change your product to make it more appealing to them. If they can't find your product or can't get the information about your product that will enable them to make a buying decision, then in all likelihood they will settle for an inferior product from someone else that is willing to step up and show them their product. A consumer is much more likely to buy a product from someone who aggressively sells than from someone who waits for customers to come to them. And, if a customer knocks on your door asking for information about your product, chances are they are already sold on it and just need to be closed, not ignored.
Getting back to the topic at hand, I don't think it's a good idea for league operators working for the same organization to cut each other's throats for business. However, for representatives of different leagues, all is and should be fair. "Stealing" locations or players from a competing league(s) should be a common practice if the LOs are agressively selling their product.
