Total BS. If the ref notices the ball is out of spec, THAT is the infraction and a warning should have been issued at which point the actual placement could have been officially verified. As it played out the ref calls foul on an situation based on figment. (pronunced: potential move...)

the overhead camera is centered over the mid line of the table, so it portrays the kitchen line at an angle. this is why you sometimes see youtube pool streams with tables that looks almost oval from above, the with the short rails of the tables becoming smaller. with fisheye correction tech this is digitally corrected. i'm no expert but i would think this can distort the perspective a little, so that what we see on that screenshot is not conclusive. icbw.
