I would pick Shannon Dualton, Truman Hogue, Jason Miller, John Brumback, and Louis Demarco.
As mentioned earlier though, i think there are several that could beat these guys on any given day.

Every single one of the names listed are great bankers.
From what I've been told, there are MANY bankers who hail from the State of Kentucky. The game of choice in some pool rooms is also referred to as "bumps," and there are many unknowns who could give top players a run for their money on any given day.
My favorite bank player, one which I have seen up front and close on numerous occasions, to include being in the heat of the battle in many action games, is Keith McCready, long rack or short rack. I think he banks pretty jam-up [no pun intended].
A few years ago, Keith engaged in a friendly game of banks with The Russian at Chelmsford, and he barbecued him, much to the Russian's surprise -- TWICE in one night.

Several people at the DCC said Jason Miller refused Tony's attempts to make a game,playing even. Smart move. I can't remember the last time I heard about someone even trying to play Tony. When I first starting going to Memphis and other places,there was a standing offer at The Rack that anyone could come in and back the ghost against Tony playing short rack. I imagine that offer still stands,and not just at The Rack either. The list of people he's spotted probably looks like an ESPN lineup. Tommy D.
Jason Miller gets my nod for the best. Glen Rogers is next. After that, I'm not sure.

I'm gonna throw in a vote for Nick Varner. I just like the guy.

I'd definately have to put John Brumback and Jason Miller on the top 5 list and you can fill in the next three with any of the guys already mentioned, they all play great and on a good day could be on the top of the heap. A few I didn't see mentioned that could also get there, on a good day are Buddy Hall, Cliff Joyner, Danny Harriman, Efren Reyes, Jose Parica, Tony Coleman, Dave Matlock, and Gerald (from KY) ! Having spent 20 years with Gary Spaeth as my road partner and best friend gave me many opportunities to see bank pool played at the highest level. Watching Gary and Bugs play bank pool, and one pocket was truly amazing. Other bank greats that deserve mention are Eddie Taylor, Donnie Anderson, Vernon Elliot and of course our own AZB'er Freddy the Beard.
