I've seen that scam before too. Just give someone free money in this case call in entry fees, so someone else can put a down payment on a room and get some equipment and put out some ads to make sure booths cover additional expenses. All the players and booth renters put up capital and somebody else worries about making it profitable. And then they skim off the top when things go well and take the losses when things go bad.
When people rent out rooms or equipment do they put a down payment? In my experience a down payment is required or at least proof of income. But since prize money and a tournament is different then buying a bingo ticket, it shouldn't matter if the prize money is there or not. Lots of people work for free, they are called volunteers. Some people even get free stuff and then they are not allowed back into the store for not paying.
It is like buying stuff on layaway.
Wanting organizers to be as progressive as pool players is unreasonable. People with money are just that people with money, it is a talent and skill. Having money is not as easy as shooting pool. They have to plan out events, and organize documents it takes work. Asking them do to things differently is like changing the tournament format at the last minute.
It takes a strong person to sit on cash and not blow it on something stupid. So far nobody has run off with the cash, so they got credit.
