It's a Gilbert cue, 2010, almost no play time at all and still looks new. Both shafts have this at the bottom of the rings. Cannot feel anything, it's smooth there, just has a slight bubbling in the finish.

My guess is that your shafts may not fit quite flush with the joint face. Where there is a little more pressure on the shaft collar, that might cause a little stress to the finish at that location. This is only one possibility. To test, screw the shafts on very slowly and lightly. Stop when contact with the joint face is made. Then look at the fit between you and a strong light to see if there's daylight on any piece of the fit. If so, the fit may not be quite flush.

You can also see the rings are popping a bit, may just be the temperature or humidity effecting them.
The cue has good joint protectors so I doubt the shafts could have ever rubbed together, and it doesn't look like the bubbling is from the top surface. Looks to be below the finish but not enough to even feel it. The cue plays amazingly well, no other issues at all.
I checked to see if there is any space at all when screwed on lightly and it's dead flush.
I've sent the pics to Andy, maybe he knows what this is. I'm almost 99% sure it's cosmetic only and has no impact on the cue but I'm just making sure.

What does that mean, "rings are popping a bit?"
That little white line where the finish is just starting to pull away from where the ring assembly is glued together.
It is clearly air between the finish and the collar material. The only fix I believe would be to refinish the ends of the shafts. Not a terribly big job.

Not so sure that it would have anything to do with the collars not being Flush, but think that you are correct in thinking that the twisting motion, obviously involved in screwing the shaft and butt together are culprit.
I have had that happen at least once, and also on the butt cap, possibly by giving it a bump somehow, and the finish hasn't adhered 100% in that area.
I think that stress, or a small bump can do it either way.
If it does, lift or completely chip off, a little clear nail polish can probably fix you up.

THIS is what the OP should have done from the get go. In all the years I have been on AZ I have not read one negative comment about Andy Gilbert. I do not own or have ever owned one of his cues....
The first thing I thought of was that it wasn't tightening flush. Truth is it could be any of the reasons mentioned in this thread but a shaft and butt needing a good re-facing isn't uncommon. Real tight protectors on the shaft could tweak it as well.
More than likely its a combination of things.
