What does this mean?

I was reading online about masse shots and stumbled upon something I don't understand. "your hit point on the cue ball will be about 1.5 tips from center at 6:30."
What do they mean by 6:30?
 
Think of the face of the cue ball (from whatever angle you are looking at it) as a flat clock face. 6:30 would be halfway between where the 6 and the 7 would be on the clock face.

Edit: So you would try to strike the CB 1 1/2 tips from the center of the clock face on a line toward 6:30.

No ... no no .... it means this shot only works at 6:30.

Just kidding. Depending on how you want the CB to react and the path for it to take, this is the way they describe where to hit it. Taken from looking straight down on it like the face of a clock.

I think you don't have to look straight down, as you get the same cue tip contact point either way, even if you if you look straight at it along the line of the shot.

Either way 6:30 is 6:30 it's the same.

Try this,,,you can't miss. Time differences and adjust to 6:30..Have a secure bridge.
Eastern Standard Time ..18:30
Central Standard Time...17:30
Pacific Standard Time....15:30
Depends where you are
When I am in Europe I hit the ball on the bottom from the other side....Same as they drive there.
