Possibly lining up on the two to find the angle he needs to hit it? Although, given the location of the cue ball, I wouldn't want to take that shot. Maybe he's kicking at it?
He is hooked on the 1 and is trying to see where to move the two ball and lock it up. He needs to prevent an easy combo on the 9 and just pocketing the 9 will leave a road map. So lock up the deuce and carom the 9. It isn't easy but it may be all he has. I think thats what he is looking at anyway or something like that.

I think he's pushing on the 1-ball right after the break.
He's looking to see if he replaces the 2-ball with the cue-ball, what kind
of shot he's leaving on the 1-ball.
...I wonder if we can track him down for confirmation?
