What would you have done?

What a steaming crock of sh1t this is. You won the match fair and square. If they want their guy to have a bigger handicap then they should do it from the beginning. After he loses a match is just poor form. I'm on your side with this one.

totally agree this is completely foul and if true someone needs to know.
 
I am a "Division Rep" in my area. There are some important things to keep in mind that would basically eliminate this problem.

1) Have a look at rule # 20 in the general rules section of the manual:

20. YOU MAY PLAY ONLY ONCE in a team match.

2) Have a look at the new player section of the general rules, # 12: (I highlighted the bold items)

12. ADDING/DROPPINGPLAYERS
New players may be added to your roster at any time during the
first four weeks of the session. For an added player to participate in
a League match, the opposing Team Captain must be notified that
you are adding or dropping a player before the team match begins.
To add a player to your roster, simply write the word add and the
player’s name (next to the other names) on your copy of the weekly scoresheet.
Gentlemen without a handicap (nonrated) will play their firstmatch as a
SL4; ladies will play their firstmatch as a SL3 in theOpen and Ladies
Division. If the new player participates in another APA League area or is an
ex-League player, the Team Captain must contact the League Office in
advance to obtain his most current skill level before allowing him to play. If
you play him without doing so, be sure he plays at his most current skill level. If he plays at a lower rating, his match will be considered forfeited.


Therefore, the handicap is something that is determined by the new player's Team Captain *before* the match begins. This information *MUST* be provided to the other team captain *before* the match begins. And by "match" I (and the APA) mean the whole team match, not just the individual match. This is so that the Team Captains are aware of both rosters before the night begins so they can play people accordingly. This is both a strategic item, and also a way of making sure to avoid issues with the 23 rule. *THIS IS THE WAY ITS SUPPOSED TO BE DONE*.
