WICO Prong on a Sailor Cue

This is early work of Frank Stellman, probably mid early to mid 70's. Its a phenomenal WICO blank. I say that because of all the WICO's I have seen, they were all cut to shorten the points. This has full point structure and it appears that it could possibly be a full splice, which makes it interesting to say the least.

Neat cue. Where were these blanks made? Was the material on the Wico plastic or something to that affect?
