Help identifying

Not sure what i have here. Bought it at an estate sale. Best I can tell is its late 70s, early 80s. Ive heard everything from junk to Titleist to Adam. No makers marks, no serial numbers. Can anyone help me out?

That setup looks to me like it's going to shoot chips down the v groove of the gun drill out toward the tailstock in unacceptable quantities. I don't allow anything to escape. Nothing!
