Balance point of cue (intentional or ?)

Hey all. I recently bought a couple of cues and whenever I get a new to me cue, I check the weight and balance point. I do this using a straightness checker on a smaller scale that I have. I am not claiming scientific accuracy, but here is what I noticed. When weighing butt only of cue 1(similar result with cue 2 as well), the balance point seems to be about 2.5-3 inches below the A-joint (correct me if I am wrong, where the handle and forearm meet). That would seem that the cue(butt) is center weighted, but once a shaft is added, the balance point seems to shift to about 2.5 inches forward of the A-joint. Is this planned and executed when building a cue or ?

You appear to have expertise in this area. I'd like to ask question about blocking. I do a lot of research on Google for spellings, and as a result, I'm getting 100-plus spam emails day. I am goign to start using the Incognito mode for research, hoping that will help. My question is this. I came across something called uBlock Origin Lite, which is free. Would this app help block cookies and tracking data?

2 Questions:
1) How many tables does Diamond produce in a month?
2) After they installed a 9' Professional & left, I ran a ball down the rail and it curved toward the rail. It was flat prior to torquing the rail bolts down. Now it's crowned.
What is the proper way to fix it and how should it have been done the first time so this wouldn't happen? I do know they torqued it to 15 'lbs with an electronic gauge.

Torque the rails before leveling. If you don't it changes level and you will have roll offs.
