No, it really is not. I use the audio portion more so than the video, but it is very user friendly. There is, of course, a Help tab that allows you to search for things that you may not understand.
I use it to chop up long audio recordings quite often. This is a great software.
Another one that some folks like is from the NCH suite: VideoPad
You can download this one and get a *free* trial for 30 days, I think. I use Express Scribe from the NCH suite, as do 99 percent of the people in my industry.
Here's one feature of VideoPad:
Change Video Playback Speed
Speed up video or apply slow motion to make sequences easier to view or to add a fun effect. Reversing playback is just as easy.
To speed up or slow down a video clip, select the clip, then choose the Speed effect from Effects tab. This gives you the speed change options where you can adjust the speed using the slider. Anything below 100 will slow down the clip, anything above 100 will speed it up.

Most footage is shot at around 24-30 frames per second. The eye will notice choppiness if it drops below 12 frames per second. As such, anything less than 50% speed will drastically reduce the quality of the video. You'll be seeing slowed down video (frames paused in sequence), rather than slow motion.
True slow motion requires that footage be shot at 60+ frames to compensate for this.
Anyway, all tech crap aside, I'm not sure what you're intending, but hopefully whatever you're after doesn't require high quality. If that's the case, then any freeware or shareware video editing software out there should be able to do this for you. If all you want to do is watch at a slower speed, many video player apps can also play a fractional speeds, which may be your best and easiest bet.
