which color epoxy?

I have had wood draw in black epoxy in the past and create visible black vein lines. If anything, I would match the epoxy dye to the more porus material, in this case, probably the white. If both materials are plastic or phenolics, you probably don't need any dye IMO.
Use clear colored epoxy. You don't want the white color to penetrate into the black billet or black colored epoxy penetrating the white strips.
I agree with both responses already. So if you are using Juma, I wouldn't worry about colored epoxy. IMO, if your cuts & fit are correct, then you should never have to depend on coloring your adhesive, nor will it help. That applies to all aspects of cue making. Colored adhesive only hides sloppy work and faults. Do clean work and colored adhesive won't be any different than clear adhesive. I understand colored adhesive is often used as an insurance policy just in case something goes wrong that could cause the cue to look bad. But it's really unnecessary once you have worked to attain competent skill & confidence in your work.
Are you worried about penetration or glue lines? I don't think juma soaks up any epoxy to speak of, certainly not like some woods. Glue lines always like to show up between two white or light colored materials, making it a tougher job to do clean work. Here is white juma on white juma with untinted WS epoxy.

I don't think it would really matter, based upon my limited knowledge whenever, you glue white and black side by side the darker suface will always hide anyone glue line you may have and create a perfect transition from the black to the white.

I don't use any pigment. If you cut your slots the right size you don't need any thing especially when your in black.

I have never seen white Juma, all I can find is an ivory color.

When fresh cut, it is more white than ivory. The pictured material is the standard juma from Atlas.
