If we switched the balls like stated or even just the 1 ball not being the head ball, new tacticts would need to be put in place.

I have thought having the head ball be a ball other than the one is a good idea in 9 ball. With one on the spot and template racks, the pros make the wing ball on the break and play shape on the one. It makes 9 ball a joke to watch at the pro level. Even the 3 point rule doesn't make much of a difference. If you are using a template, no ball should be wired anywhere or be able to play shape. Can shoot any ball first when you arrive at the table, if you don't run out your opponent has the same option to win.
The wing ball is usually just as wired using a standard rack. The one isn't wired with 9 on the spot, pros just learned how to consistently make a ball from the break box with the 9 on the spot. The rules have changed so much over the years for the break in 9 ball. What makes one rule stupid vs another one good? Break from the box. Break outside the box. Change the size of the box. Put the 9 on the spot. 3 point rule at side pockets. 3 point rule at head string. Must use forceful break. If break is illegal, no push option.
