Are you going to have qualified referees for your events? or are you going to rely on the players to call fouls?
I've always professed the need for 'all ball fouls' in the pool world. Why American pool players are so afraid of this is just beyond my comprehension.

We've been playing all ball fouls on the Joss Northeast Tour for several years. It was instituted specifically to put an end to:
(1) Bridging over a ball and moving one of them regardless of how it happened.
(2) Attempting a jump shot and moving a ball in the process regardless of which ball moves.
All other fouls including clothing and belly fouls are gravy. Virtually no arguments anymore. Anything without a ref goes to the shooter, period. It is your perogative to call a foul on yourself. No penalty.
Through the years, Mike Zuglan has asked several players not to return to a Joss Tour event. I don't remember a specific instance where all ball fouls was behind the disagreement. Usually racking the balls.
