This is true...only it's more like 200 years. A frenchman, Francois Mingaud, who was a captain in the military, invented the leather tip in the early 1800's. As the story goes, Capt. Mingaud was imprisoned as a political prisoner, and spent his time in jail working up the first leather tip. When he got out he became the first trick shot artist, and performed for much of the European royalty.

BTW..French tips were the state of the art in tips for a 100 years.....
...which explains why tips are measured metrically instead of in inches.
