If you DID hit the 14 closer to your pocket and come a little long, he can even two rail kick it directly towards the 10 ball, with the CB heading towards the backside of the stack.
The only good result of this shot is if it lands directly in the 3-4 inch wide window you have diagrammed. I think a better shot is to just take a scratch, kick softly, putting the CB in the same spot as you diagrammed, without moving the 14. It's easier, it's safer, and the results are pretty much in the bag.
The 14 is in a perfect spot right now. (Other than being closer to your hole..) It blocks the bank on the 12, and is somewhat equidistant from either rail, limiting the moves your opponent can make on that side of the table. If you move it closer to the top rail, your opponent can now leave you anywhere up to about 18 inches off your side rail, and he will still be safe.
You move it from where it is and don't put it REALLY close to your hole, and he has many more options.
