You can add Buddy Hall to the short list of those who will talk about it, but he calls it "tuck and roll".
Good point. Stroke swoop is very different from back-hand English, even though they can accomplish the same thing (... one more accurately than the other, IMO).Isn't "Tuck and Roll" swooping on the last stroke?

In case you thought there would be an answer to this question, and are frustrated by the sarcastic replies you have seen so far, let me disabuse you of your mistaken notions:
Nobody knows. Some people speculate, and there is a LOT of mythical "information" where this guy who plays in my pool hall said he heard from his uncle that Efren Reyes taught him how he applies english, and he totally aims and pivots!!!
But nobody knows.

Did Jim Meador ever talk about BHE? Can't remember.
I used to read his stuff when I first went online, just after he had passed.

I watched the video where Buddy Hall teaches tuck and roll and he would say, "WE" a lot which made me think all the pros were using bhe. Then I saw a Burt Kinister video where he was more excited about BHE than anyone. "Make the cueball do a trick." He said that everything he had ever said before was wrong. BHE was his greatest discovery.
Then I take a lesson from Paul Portier and he tells me BHE is the devil. Then I take a lesson from Johnny Archer and regarding BHE he says with gusto, "I'm TOTALLY against it!"
I see validity from both camps and now I just use BHE a lot less than I used to but still use it.
And you know what? I love using both techniques.

...and, of course, neither one are necessary to add spin to the CB. They are CHOICES...just like dropping the elbow.
