As an outside objective observer who knows neither party:
Buyer sends funds for pakcage. Package does not arrive, buyer's only recourse is to notify seller and notify paypal. Buyer does this. No big deal, it's business.
I have no doubt that both parties are acting in good faith. I believe that the seller sent the item and that the buyer never received it. Since the buyer has no actual control over the shipping method and no contract with shipping company, the burden of finding out what happened rests with the seller.
Unfortunately, it appears that choices the seller made during the shipping process are what made this deal go awry, not any action of the buyer.
So, In my opinion, it was in very bad form to call out the buyer in a public forum. Call out USPS, call out customs, but you you are attempting to damage the reputation of a forum member without having proven to any degree (let alone beyond a reasonable doubt) that the buyer received the package or is perpetrating any kind of scam at all.
I understand that tempers can flair and things can be said to make everyone angry, but it's business. Cooler heads must prevail.
IMO, the OP looks worse in light of this thread.
