After 25-years of ethics training I get it, but then again, I've had guys call me to say they want to buy a cue, and when I call back 5-minutes later they've already passed out.
Now the crashed out stoner can still go out and buy a cue from anybody, if he ever wakes up.
The beauty of sales is you can just yes or no, you're in control.
We're dealing with a bunch of pool players from cities I've never even heard of, so lets not inhibit an already delicate market.

Anyway, why all the drama here? A nice looking Gina at a fair price will sell in under a week. If I remember the cue it was a 12A or similar. Those cues sell like hotcakes. Why B-B-Q Zhou? Why not just sell it to the next?
WHO is the bad guy here the seller who made to deal to sell a nice cue for a lower offer that posted or the buyer who said I will take it and send you a bank wire for the payment and then disappears?
I have a very young neighbor who sees the world as good guys and bad guys.
Sorry if you felt some judgment on my part, I wasn't actually seeing you as a bad guy, I was wondering why you went to the trouble to start a thread about a guy that didn't pay you rather then just selling it someone who DID want it?
If the guys that are just on AZ to make buck would fly their business over to Ebay, we wouldn't have these disgruntled sellers.
On Ebay it's normal to go to the under-bidder in these situations, and it's not a big deal.
When this happens on AZ it creates more work for the guy trying to make a buck, but that's what happens on AZ vs. Ebay, you get what you pay for.
I'm sure you have a good reason why you sell everything on Ebay, by the book, less headaches, but it's not cheap either.

In US business law, a contract is formed at acceptance of an offer. Offer is the ad, "I'll take it" is acceptance.
Non payment at this point is a breech of contract. Unless a penalty is specified, this usually just ends the contract.
If you want to "do it right", then state in your ad a time period for payment to be made after acceptance. Like 24 hours. Then just sell it to someone else after 24 hours is up if payment isn't made. If they pay after 24 hours, either accept it, or if you've sold to someone else by then just refund the payment.
This payment deadline just makes it clear when the sale is cancelled, and that people shouldn't make offers they can't fund.
Now, after reading this thread, I'm betting something's up with Zhou, and he's not a crook. The above US laws may not even apply here being an international transaction.
Strictly speaking, the OP is whining about a situation with no practical resolution. That's pretty much the case in US only deals, too. Pursuing any enforcement on a contract for anything less than $20k is just a waste of time and money, and stress for no reason.
I think the OP needs to thank his lucky stars that this is all he has to complain about...
