I'll probably catch a ton of sh!t for saying this but... here goes.
You can't really compare a Black Boar to a PFD on any level except playability. And the ONLY reason you can compare them on that level is because hit and playability are subjective. What one person loves, another might hate.
As far as doing what Tony does inlay-wise, Paul just can't. If he can, he hasn't done it yet to my knowledge.
As far as Tony's cues go, I have zero idea what the resale value is. If you shell out $20k for a Black Boar direct from Tony, chances are you won't be flipping it for an enormous profit because, let's face it... the guys who can afford to pay $20k for a cue will likely give that money to Tony (or some other cuemaker) and get one made specifically for them.
As for Paul Drexler's cues... you could spend $4,500 on that cue in question (though I'm not sure why you'd want to). But I'd guess you won't get $4,500 if you sold it.
Regardless of what you spend, you may take a loss on either cue. You may get your money back. You may make a little more. It all depends on the cue AND the market. I guess the moral of the story is, if you buy a Black Boar, it'll likely be WAY more attractive than a PFD.
Just sayin'.
