Sorry if this has already been addressed, but are14 year olds allowed in a casino? I thought one of the big complaints about DCC moving to Caesar's was that the minors could no longer participate.
Have never been to the Rio but holding out hope I can still get out there next week. But in the CSI player guide for the BCA pool league championships going on there is the following noted about under 18s so obviously they are allowed in the facility. I'm assuming this is in a convention center/ball room type setting where they don't have to go through the casino to get there....

"Player Agreement These terms set forth the legally binding rules for participation in the event. By registering, players agree to be bound by all terms and conditions set forth by CueSports International (CSI). If you are under the age of 18, you agree to obtain the consent of your legal guardian to participate under these terms"

I think it's the fine print of "legal and called shot". The break isn't called. So it doesn't count on the break, but could count on a later combo so long as it's called.
If that was the key-the players would call it somewhere on the break i think.

The event is held in the conference center/ballroom portion of the property. Minors are certainly allowed since there is no gaming in that area.

Agreed. The format definitely didn't cause him to lose, his poor play did. I'm a huge SVB fan, but his safeties were bad, his speed control was bad, and he was missing balls. If he makes a post blaming the format I'll lose a bit of respect for him.
Irrespective of how you get there, it sucks dinkey docks to win more games and be loser.
