I get the argument that you don't like their inconsistent usage(s) - and that you agree there is no way to measure it - but I haven't seen anyone propose an alternative to using those words - just a lot of "what the hell do they mean?"
It's clear that there is no standardized measurement for the "noodle-ness" of a cue's hit, but the pool world is not so naive that they can't grasp that a "whippy" cue is [at least] different than a "firm" one. Whether "whippy" is used consistently is irrelevant. Rather, it denotes an unwanted or unexpected feeling by the player - which others can interpret based on their experience.
IMO, using noodle, whippy, or firm, is pretty much what we're left with - and until someone proposes a system we can all use - I'll take whatever feedback the players give me -> and I won't belittle them for trying
