I doubt stirring the air will eliminate the second hand cigarette smoke at Fusco's The Spot.
It would probably be cheaper and more effective to have smokers walk outside to have their cigarette.

What I am saying is that your personal choices and opinions shouldn't result in legislating over someone's private property rights.So the First Amendment shouldn't apply to discussions regarding Fusco's The Spot exploiting a loophole to endanger the health and well being of their "private club" members? When you need a way to help the smoke issues, follow this simple guideline.
Put ceiling fans 8' apart, covering your ceiling square footage. Then make sure that each fan is rotating the opposite direction from the one beside it. This creates a positive air circulation that sucks the smoke immediately up into the ceiling and away from you customers.
This is a cheap, yet very effective way to deal with "second hand smoke" on a limited budget. 'The Game is the Teacher'

The problem isn't the business exploiting a loophole at the expense of customers health it's the customer who "CHOOSES" to risk their health because they want to enter the establishment.
See there its a choice. Just because you make certain choices that you think are right doesn't mean everyone has to make the same choices.
People like you are the real problem..you want to strip private property rights because you don't like the choices that other people make.
What you should do is mind your own business and if you want a smoke free pool room then exercise your free will and ability to make choices and open one.
Whatever "ACT" or "Mandate" that strips a private property owners right to offer a smoking establishment to paying adults is Anti-American and agenda driven by people who wish to take liberties away from others.Awesome!

Do you know that a Clean Indoor Air Act exemption carries a set of clearly outlined mandates imposed by Pennsylvania?
Do you know there are penalties imposed on businesses that don't need those obligations; including fines and possible loss of exemption status?
Do you feel Fusco's The Spot is meeting their exemption obligations under the Clean Indoor Air Act?

It's not about whether Fusco's The Spot is "entitled" to allow smoking. There is a difference between entitlement and exception.
It's about the mandates Fusco's The Spot is obligated to adhere to under the Clean Indoor Air Act exception rules.
Blowing smoke about air purifiers is a farce.
Not clearly stating on their website that they are a "private club" that allows smoking goes against the intent of the Clean Indoor Air Act.
I'm not a gambler but I'm gonna bet Pennsylvania will be more than happy to put Fusco's The Spot under a magnifying glass.

Nah. Tobacco is the leading cause of death in the US. Not just drug-related, not just preventable or behavioral causes - the leading cause. It's close to half a million Americans dead per year, and that's even after a large decrease in smoking over the past several decades.Why are you not complaining about the pool hall serving alcohol which has far more reaching health issues...or restaurants that serve fatty food.
